I think there is an error in the chart on row 13.
Straight up from the end of the pattern repeat mark on the right is 3 knit ( l ) stitches. There is the same in the centre of row 27 where the pattern is repeated. However on the left side above the repeat marker of row 13 it has a knit stitch with blanks either side. The 2 blanks should be knit (l) stitches.
